These are just a few of the foster parents recently arrested for child sex trafficking in the past month that have been reported in local media sources.
It has been well-documented and frequently reported here at Health Impact News that the United States Foster Care system is the nation’s #1 pipeline for child sex trafficking.
Attorney Michael Dolce from the law-firm Cohen Milstein, who speaks from experience from representing children abused in foster care, wrote an opinion piece published by Newsweek in 2018 stating that the nation’s foster care system is set up to sexually traffic children.

A recent State Department report on Human Trafficking confirmed that the United States is the top destination in the world for sex trafficking, and Geoff Rogers, co-founder of the United States Institute Against Human Trafficking, stated:
We have a major issue here in the United States. The United States is the No. 1 consumer of sex worldwide. So we are driving the demand as a society.
We’re also driving the demand with our own people, with our own kids. So there are tremendous numbers of kids, a multitude of kids that are being sold as sex slaves today in America. These are American kids, American-born, 50 percent to 60 percent of them coming out of the foster care industry.

Here are some recent local news reports of arrests of licensed foster parents accused of sexually abusing children in the past 30 days, which is probably only a fraction of the actual number of foster parents sexually trafficking children, and shows that this problem is only getting worse, not better.
LAUDERDALE COUNTY, Ala. – A man facing dozens of child sex abuse charges has pleaded guilty. Daniel Wayne Spurgeon entered a guilty plea to 11 counts of aggravated child abuse, two counts first-degree rape of a child under 12, and one count of sexual torture Monday afternoon.
Spurgeon will be sentenced August 12 at 9 a.m. We understand the agreement states that Spurgeon will serve 20 years, the max sentence, for the child abuse charges and 25 years on the other counts. It says this sentence can’t get cut short.
Daniel Wayne Spurgeon was transported from Florida back to the Shoals to face dozens of criminal charges which included rape, sodomy, and willful abuse of a child, for abusing foster and adopted children in Florence.

ANTIOCH, CA — The Contra Costa County District Attorney’s Office has charged a former Antioch foster parent with 63 felonies in connection with allegations that he sexually abused foster children in his care. Charges have also been filed against the Antioch man’s son in the alleged molestation of foster kids, according to the DA’s Office.
The foster father was identified by the DA’s Office as Simon Chavez, 64, and his son was identified by authorities as Simon Magana Chavez, 31, a resident of Atwater in Merced County, California.
Antioch police began investigating the father-son duo on June 13. The “extensive sexual abuse
case,” police said, “involved several minors that were victimized by a father and son who provided foster care for the children from 2011 through 2017.”Both men have been charged “for the sexual abuse of multiple children and unlawfully having sex with a minor,” according to Scott Alonso, spokesman for the DA’s Office. DALLAS, Texas — A Texas couple were sentenced Wednesday to 60 years each in prison for filming themselves sexually abusing kids, a case that prosecutors say involved more than two dozen young victims including babies.
A federal judge in Waco gave Christopher Almaguer and his wife Sarah Rashelle Almaguer the maximum prison sentences. They had pleaded guilty in October to one count each of sexual exploitation of children and production of child pornography.
Paul Perez Jr., Christopher Almaguer’s 25-year-old brother, also was sentenced to 20 years in prison after pleading guilty to two counts of receiving child porn.
The Almaguers filmed themselves sexually assaulting at least 25 children – ranging in age from 8 months to 14 years old – including members of their own family, children they baby-sat for and kids from their Central Texas church, federal prosecutors said. Court records say the 27-year-olds were the legal guardians of at least one of the children. (Full Story.)
A Franklin County foster grandparent is in prison for sexually abusing five children.
James Horton pleaded guilty Thursday to one count of child sex abuse. Investigators say Horton abused five kindergarten children in the foster grandparent program. As part of the plea deal, Horton was sentenced to seven years in prison. (Source.)
A Grant man was arrested for rape, sodomy and sex with his foster child.
Marshall County Sheriff’s Office (MCSO) Assistant Chief Deputy Steve Guthrie said a joint investigation with the MCSO, the Alabama Department of Human Resources (DHR) and the Marshall County Child Advocacy Center (CAC) has led to the arrest of Larry Austin Reed, 36.
According to Guthrie, Reed was charged with second-degree rape, second-degree sodomy and sex with a foster child. (Full Story.)
CHELSEA, MASS. (WHDH) – A Chelsea man accused of raping two foster children who were in his care was arrested last week and ordered held on $50,000 bail.
Michael Diaz, 33, was arraigned Monday in Chelsea District Court on nine counts of indecent assault and battery on a child under 14, six counts of aggravated rape of a child under 16, and a single count of distributing matter harmful to a minor, according to the Suffolk County District Attorney’s Office.
Prosecutors say Diaz was a Department of Children and Families approved foster parent to the two victims when the sexual abuse occurred. (Full Story.)

She disappeared suddenly after publishing youtube videos about being abused by Santa Clara County CPS Social Workers. Family Court Judge Jackueline Arroyo dispatched the Santa Clara County Sheriff’s Department to stalk, harass and threaten the young girl’s parents – demanding that they keep quiet and not draw attention to the abuse and disappearance of their adolescent daughter. Santa Clara County Sheriff Detective David Carroll has a history of falsifying police reports and fabricating evidence which was given exception to the Rule by Santa Clara County Public Defender Molly O’Neil. The community fears that he may harm the child because he has done things like this before. We take it we're all familiar with this amazing warrior for our cause. That she was the highest profile person and politician no less, to speak out against these crimes. How her scathing report tabled in her state of Georgia "The Corrupt Business of Child Protective Services" detailed and condemned the horrors that our children and their families suffer (including shocking examples of CPS dumping/leaving kids with abusers). You may even know that this cost her her job.
There is no way to avoid the reality that children who enter care (foster, relative/kin care) are highly likely to have experienced trauma by way of their earlier experience. I just want to acknowledge here that intergenerational disadvantage, parent’s own trauma, untreated mental health, homelessness, domestic violence are all playing into the reasons children enter care and behind that is often systemic issues such as racism and lack of services to support families earlier.
The next traumatic event for children and young people is the actual trauma of being taken from their parent/s – ideally this is planned and done with absolute respect for family but sadly there is a long legacy of this happening very reactively and poorly.
Another form of trauma relates to when family or foster carers agree to take a child/children and then soon after renege/relinquish/retire from this commitment. There are children that move from ‘home’ to ‘home’ due to this pattern and that caused significant adverse impacts on top of their history prior to entering care. There is also a small percentage of children that experience adverse experience in care which is heart breaking.
This level of trauma is obviously going to impact on their ability to have normal functioning in all areas. Imagine a child who is constantly scared, hungry, sore, confused, lonely, rejected. Their ability to process the world around them is completely disrupted by the constant state of fight, flight or freeze. So, it is not surprising that when children in care have behaviours that are a consequence of their own life experience. This may manifest as compliance, being very oppositional, having no idea how to respond to routines/boundaries, not accepting ‘no’ or ‘not now’ as a response.
From my view, the ability to provide trauma informed care to children in care is the main priority. Children deserve and need to feel safe to be able to function.. just like us adults. Children who have experienced trauma need time to heal in a safe environment.
Trauma informed parenting is playing the long game and it is a big commitment.
I have been playing the long game now for 7 years. When CC arrived she was very young and incredibly compliant to the point of wondering what her actual view on anything was. Over time she found her voice and with time it also became evident that CC struggled in different environments, struggled with change, struggled with noise and struggled to be vulnerable as well. We did eventually go to a ‘dual diagnosis’ clinic which is driven by trauma specialists. At this point, we were given an option. Yes, CC had Reactive Attachment Disorder due to the very high number of ‘placement changes’ she experienced during her critical attachment years. We were also given the choice about including a diagnosis of ‘low range’ autism (not the actual terminology they used but you get what I mean). The hypothesis was that we can call is ‘autism’ or we can call it ‘trauma’ and work on healing the trauma. We opted for the later and I continue to apply trauma strategies to help CC. At times I feel like I ‘over-parent’ her and this is really just following the importance of routine (we are flexible but try to generally follow the same routine most days) but I know that CC benefits most from this style which means life is easier for all of us. BTW this is working incredibly well and CC will soon start some trauma therapy (age appropriate) to help her further with her healing.
I do want to mention the importance of co-parenting children with trauma. I did learn this one the hard way. It is really important that if there is more than one adult in the home, then there is a shared agreement to apply trauma informed parenting strategies. If not, there will be confusion for the child in terms of a lack of consistency and this will have negative knock on effects for everyone. I have put together some questions to help you have these conversations if you are considering foster caring or caring for child in your family that has to come into statutory care. You can provide trauma informed care, even in respite and a key to doing this well is that all adults supporting that child in the home environments have a consistent approach to help him or her have predictability.
You of course could and should, where possible, work with the child’s birth family/first family to share elements of parenting that are working well to help them with their relationship or to support getting children back home.
There really are many resources available to foster, relative/kin carers in relation to providing trauma informed care (such as reparative parenting). There is training (in person and face to face), different therapeutic modalities (EMDR, Parent Child Interaction Therapy, Family Functioning Therapy and many others I don’t know about) and then there is your foster care agency who should have staff and resources available to help with this.
Another key area to align support for children with trauma-based behaviours is their school. This really is a hit and miss but it shouldn’t be. There are many resources also available to school (such as calmer classrooms) to ensure teachers are also trauma informed. If you are a carer and are finding the school is blaming and shaming a child with trauma for their behaviours, then they are absolutely exacerbating that child’s greatest fears and behaviours.

To date, that we are aware of there has been three Georgian senators murdered to cover up child protective services crimes by the state. These are Senator Nancy Schaeffer and her husband, Senator Robert Brown, Senator Bobby Franklin. Then former marine turned child abuse industry documentarian Bill Bowen died, followed later by Martin Burns. Another year later a former foster child Ashley Harris disappeared two days after releasing youtube videos detailing the corruption by Santa Clara County caseworkers and judges.
Given the untimely deaths of child abuse industry advocates, we are now dedicating a section to our still alive advocates. We pray for their safety and that of their families whilst getting their hands dirty in an effort to save our innocent families from fate of the state.
Everyday state child protection authorities knowingly place innocent children with sex offenders, murderers, bank robbers and known child abusers. They refuse to intervene in family law matters when they should be protecting children, because they cannot be bothered taking the time to really protect a child. Part of the blame lays on the oversight authorities because they blatantly refuse to prosecute workers who practise unethical and unlawful work ethics, in fact we are unable to find one single case in the past two decades.

Mothers in every state in Australia have been unnecessarily lost dir to there being no rules or laws that child protection are forced to abide by.
Innocent children are being drugged, raped and murdered under the care of the state, whilst child protection workets turn a blind eye - because it doesn’t suit their agenda or the “perfect” family they created to make up for their own mesed up childhoods.
How many more mothers have to die at the hands of child protection before the government acknowledges what is happening.

This section is designed to keep an archive of relevant articles, so that even when they do go missing, there is evidence that the article did once exist. Medical kidnapping is part of a larger problem of State-sponsored child kidnapping. State-sponsored kidnapping is where the State steps in and decides that they know what is best for a child or group of children within a family, and then removes the children without any formal charges being brought against the parents. The parents lose their children immediately, often without any warrant being issued by a judge. They are assumed guilty by social services of something worthy of losing their children, usually with no formal charges filed in a court of law, and no trial by a jury of peers as is afforded by the Constitution of the United States of America. They must spend significant resources to try and get their children back from a family court system that is cloaked in secrecy with little to no accountability. Sometimes the parents are able to get their children back, but sometimes they do not, and the children are adopted out. Even in the instances where the children are allowed to return home to their parents, they are severely traumatized.

Manmeet Bhullar says no enquiry is needed. Manmeet Bhullar, who will take over the portfolio when the newly shuffled cabinet is sworn in next week, said Wednesday December 18 2013 he doesn't see the need to hold an independent public inquiry into the matter, as demanded by all three opposition parties. Great concerns the 33-year-old Bhullar, who is moving from the Service Alberta portfolio, lacks the experience to shepherd Human Services, which handles child and youth issues, social programs and homelessness.
No inquiry means we do not think these children's lives matter, so much so that we can not even be bothered to look into their deaths. There are no words to describe how disgusted I am.
Whatever it takes to keep this out of the public's view. This government's actions speak far louder than their words will ever speak. People with nothing to hide DO NOT act the way these people do. They've been everything but forthcoming with information and openness.

Cognitive dissonance refers to a situation involving conflicting attitudes, beliefs or behaviors. This produces a feeling of discomfort leading to an alteration in one of the attitudes, beliefs or behaviors to reduce the discomfort and restore balance, etc.
For example, when people smoke (behavior) and they know that smoking causes cancer (cognition).
Festinger's (1957) cognitive dissonance theory suggests that we have an inner drive to hold all our attitudes and beliefs in harmony and avoid disharmony (or dissonance). This is known as the principle of cognitive consistency.
Cognitive dissonance was first investigated by Leon Festinger, arising out of a participant observation study of a cult which believed that the earth was going to be destroyed by a flood, and what happened to its members — particularly the really committed ones who had given up their homes and jobs to work for the cult — when the flood did not happen.
While fringe members were more inclined to recognize that they had made fools of themselves and to "put it down to experience," committed members were more likely to re-interpret the evidence to show that they were right all along (the earth was not destroyed because of the faithfulness of the cult members).
