This man wants to put 80% of all working-age Centrelink beneficiaries on to a restricted so-called "Healthy" welfare card so they have to spend it at retail outlets who have EFTPOS (sometimes tricky in remote areas), and can't spend it on cigarettes, gambling, alcohol and to get cash. The 20% left that goes into the bank account will have to suffice for all that.

He's also the man insisting there are no problems with the Centrelink automated debt recovery system, despite internal advice that the algorithm used (on an annual basis) WILL give errors as Centrelink payments are calculated on a fortnightly basis.
